I have to pull the headlamp fuse under the hood before my headlights will turn off, but my tail lights and dashlights will all turn off before pulling fuse. relay problem? wiring harness issue or a short somewhere maybe?
I had this same thing happen on my 2005 Forenza. All of a sudden my battery was dead. When I got it jumpstarted the headlights came on bright and would not switch to dim. They also would not turn off with the switch or any other means other than pulling the fuse under the hood. Carried it to the Suzuki dealership and found out that my car had never had the headlight harness recall fix, and there were several other recalls on them for waterpumps and something else that they fixed while I was there. If you have a Suzuki Forenza you may have a recall outstanding. But I don't know if they are even still honoring repairs now that they are out of the auto business. It's worth a check by calling the nearest Suzuki dealership.

check the wirings for loose connection. Isolate and check on the wrongly switched bulb. Check also the grounding connection near the bulbs. If it has been tampered already, you need to trace the wirings either with a tester or test lamp. goodluck!

the recall splice repair is where to start. the repair may be bad again. had a friend that had the same problem. told him to check the splice and try to get rid of the splice block. he did and the lights worked fine.
