Changed the battery wires, new battery, aats like there isnt a starter hooked up

I think the starter is not the problem, if it were a starter issue it would make a click, and while I am on the subject of the starter, whoever told you it takes 4.5 flat rate hours to change your starter is just plain ignorant, $1000.00?? hum I think I would find another shop, I checked the price of a rebuilt starter, AC Delco is $156.00.
Back to the issue of no start, you are right the problem is most likely the neutral safety switch, they are about $40.00 at Rockauto.com, ACDELCO Part # D2263C

Try another starter and also try turning the crank bolt with a ratchet and socket to make sure that the crank isn't frozen in place. Do not leave the keys in the car when doing so. You don't want anyone messing around in the truck when trying that!
