SOURCE: wath P1406 Code means on a GMC jimmy 1996,

It's an egr valve problem (exhaust gas return) egr position sensor.
Take off the egr valve and turn it over and see if there is carbon build up in the ports, if there is clean it out with a pipe cleaner and a little carbon cleaner, just spray a little into the ports and clean it out. If that doesn't cure the problem, then either the sensor needs replacing, and or the egr valve.

SOURCE: 1996 GMC Sierra 1500 XC 4x4 5.7 Hard To Start

It is probably the fuel pump. If I remember the number correctly, this fuel system needs about 50 lbs to open a valve.
Until this valve opens, no fuel gets to the fuel nozzels.

1996 gmc jimmy 4.3 v6 hard starting on cold starts runs rough for alittle while and sometimes has a high idle.

You should have your fuel pressure checked the problem is one of two things It is either your fuel pump or your fuel pressure regulator. It goes to high idle because it is starving for fuel.

My 1996 GMC Jimmy won't start. I bypassed the solenoid and it started. What, besides the solenoid, would you suggest checking?

If it started by not using the solenoid, then replacing that unit should be the answer, if nothing else is preventing it from starting, why look for more problems before they ensue??

HOW COME MY 1996 GMC JIMMY 4.3L WON'T START

A common problem with that vehicle not starting is low fuel pressure. You can test the pressure with the correct tool. If the pressure is only 3-5 psi less than the required it will not start.

1996 gmc jimmy 4.3 very hard to start hot or cold

It sounds like you have a pin hole in the hose that goes to the fuel pump in the gas tank. The pump is mounted on springs and it is common for the plastic hose to get a hole rubbed in it from one of the springs. This usually cause the vehicle to be real hard to get started when it is cold.
