Check all of the battery terminals and cables and check the wires on the starter/selonoid, start from the battery and follow the cable out and check all conections , clean and tighten them and if it still does it the starter/selonoid is bad and needs replacement...

Greetings..hopefully we can help or at least isolate the issue. You need to know that there was a few recalls with the cruise control system which is involved.. speedo and odometer is possibly in that circuit..but I am sure the ac had a separate fuse and relay...I do not have a book or schematics here. ,,I would disconect the wires to the ac compressor taking that out of the cause... I would also disconnect the cruise control wire to the unit and drive aroud for a day or so to see what happens. This is whats known as isolate and test . It may take some time but it will give you answers to what is the cause and then check that system out with us. At least you will have it narrowed down...ps ..do not forget at when it happens and what type of roadway ( bumpy, soft, wet, snow) as it all plays a part in diagnostics. I hope this helped.

It sounds like the circuit has a short in it somewhere. You can check for grounding with the same tester your used to measure the amp draw. Connect the tester and put it on continuity, this should sound an alarm when a closed circuit is detected. Move the harness around to see if it goes off.
