Check the ground on the passenger side rear lights, it's likely bad. As for the hazards, sounds like a bad flasher or fuse.
SOURCE: Scraping grinding noise in front passenger side
When both a scraping and grinding noise is heard from a wheel, it typically indicates a problem with the brakes, not the bearings. If when the brakes are applied, the noise changes, it does indicate a possible brake issue. I would first check the brakes and then take a close look at the bearings, as they can still cause the grinding noise, but not typically the scraping noise. Hope this is helpful.

sounds like either a sway bar end link or shock, more towards the end link tho
SOURCE: Drum brakes causing intermittent grinding noise
Sounds like one of the springs that hold the rear brakes in place broke. Jack her up, pop off the tire, remove the drum and take a look. If you need to see what a good one looks like, look on the other side.
This is not a very common problem, but I saw it last year on a 69 chevelle.
