This is a strange one. All the ymptoms point to a bad ignition switch (not lock cylinder) except for the dash lights staying on.
The radio, heater/a/c go through the ignition switch but the dash lights do not.

Your ignition requires a radio signal from a chip inside your key to start the car . Your car wont start because you are using the wrong key, your ignition is no longer able to read the key (ignition replacement), or your key is malfunctioning.

Try re-setting the computer...Disconnect the negative terminal of the battery and leave off for 5-10 minutes. This will allow the computer to reset. The charger may have interupted the signal or something.

Check the starter and the starter relay or fuse. A client of mines car was doing the same thing, it ended up being two issues, the starter not working anymore, and a relay that was bad. If I am not mistaken everything should be labeled in the fuse box under the hood and will tell you where the fuse/ relay is for your vehicle
