Some customers may comment on an intermittent malfunction indicator lamp (MIL) being Illuminated with a message or an indicator that displays Reduced Engine Power.

The technician may observe on a scan tool DTC P2138 - Accelerator Pedal Position (APP) Sensor 1-2 Correlation set as Current or in History.
CauseThis condition may be caused by water intrusion into the instrument panel (IP) to body harness connector, which carries the APP sensor signals to the ECM/PCM. This water intrusion results in a voltage difference between APP Sensor 1 and APP Sensor 2 that exceeds a predetermined value for more than a calibrated period of time, setting P2138.
Correction
Note: Aftermarket equipment can generate DTC P2138 and/or other DTCs.
This is as service bulletin I located. Is there any additional codes present.Would definitely check that harness connection for corrosion and is vehicle running poorly?

If with that running condition the car also has a flashing service engine light and/or it also starts up and runs smoothly with no misfire, then likely what has happened is something called "abuse mode" has been activated.
In an attempt to thwart off having to pay for warranty repairs, GM programmed into the PCM (powertrain control module) some operating parameters that if they were exceeded would then activate this "abuse mode" and give you the problem that you're having. So if you've done any type of drag staging type of driving like full throttle starts or burnouts, they basically have the car "tell on you" because they're sure something will break. However, there is still one other cause and it won't turn on your service engine soon light.
That could likely be the fuel pump. That fuel pump has two speeds, one meant for low speed driving when fuel pressure need is lower and the high speed for when it needs more pressure. The two speed design helps deter premature pump failure by not having the pump operate at full capacity at lower speeds such as 20mph. If something has happened to the fuel pump relay however, the pump speed won't switch with throttle response or other load changing parameters. The relay is located in the fuse panel under the engine hood...I think on your car it's still on the passenger side. When you remove the cover check it's underside for the diagram to locate the relay. It's problem is NOT readily evident by looking at it; it will be internal and I'll have to refer you to another source how to test it properly, although I can tell you that you'll need a multimeter for it.
If the relay is fine, then the PCM I'm assuming will need to be re-flashed and done at the dealership too as disabling the abuse mode is probably password protected and obtainable by your VIN. Checking in with the guys at www.gtpworld.com will get you some answers about that.

The
Engine and Automatic Transmission (not applicable to manual
transmissions) in this vehicles drive train are fully
electronically controlled by a computer called the PCM and TCM (Power
Train Control Module, Transmission Control Module). When a problem
like this or other drive-ability related problems occurs the computer
stores a record of the problem (there are of course some exceptions
to this, like the fuel pump, engine coolant temperature sensor and
MAF sensor for instance) in the form of a fault code in its memory,
to read these fault codes you must have the systems memory scanned
with a special tool. Once the fault code(s) are read you then must
perform the appropriate diagnostic testing to find and resolve the
problem(s) DO NOT REPLACE ANY PARTS UNTIL A TRAINED
TECHNICAIN HAS DIAGNOSED THE PROBLEM TO AVOID SPENDING YOUR HARD
EARNED MONEY ON PARTS THAT MAY NOT CORRECT THE PROBLEM. Also always
check fuel pressure for correct spec for your make and engine type.

When the above conditions are met, the lamp control module (LCM) supplies battery positive voltage (B+) to the low beam headlamps through CKT 589 (GRY), the DRL resistor, and CKT 12 (TAN). The DRL resistor reduces the voltage supplied by the LCM. The low beam headlamps light at a reduced intensity. The DRL disable if the vehicle is placed in the PARK position. When the ambient light sensor indicates darkness, the low beam headlamps automatically switch from a reduced intensity to a regular intensity.
