Remove the rear passenger light assembly and inspect it. You may notice burned plastic in the connectors, which will explain the problem with bulbs not working.
The burned connectors are causing high resistance and when the headlights are on, there isn't enough current left to power the headlights and rear lights.
If the connectors are burned (usually the female connectors connected to the light assembly), you can lookup that part at Autozone or Rockauto. They may have "high temperature" sockets that you can swap out, so they can handle better current than the stock sockets, and you won't have to keep replacing the part.
Have you approached the manufacturers of the Xenon Light? It maybe drawing too much 'power' using same, and takes away from the A/c and the Electric Windows . You don't say if the A/c works whilst the motor is running or visa versa ?; Have you tested by refitting the original ordinary halogen lights ? And by the way , are these Xenon Lights legal? Will changing to use these effect your Insurance Cover? because technically it might be considered you have changed a safety element and might therefore make the vehicle un-roadworthy

The fuse must be in the main fuse box. The position and function of the fuses is normally marked on the inside of the fuse box cover and also in the owner's handbook. If you don't come right with these, work your way through the fuses looking for a blown one. To ease your search the horn fuse it should be around 30 amps.

You could have a problem with the xenon light itself on the passenger side or the wiring running to the light assembly.You could unplug the connector from the light assembly and replace the fuse if it still blows the fuse, its in the wiring harness if it doesn't it problably is in the light assembly. I'm not sure how the lights are configured on the Z if the zenon lamp is replaceable by itself, you can try swapping it out. I haven't had any problems with my Z but those are a few suggestions on troubleshooting your problem.
