Depends on the the type of heating ventilation system, manual or digital control,in most of the cases a 5 way connector an 2 way connector under steering wheel column, 2 wires 1st is 12 v and 2nd earth are damaged due to high resistance of wires, so you may fix these two wires or replace connector. good luck

a Volvo (must we guess"?) 2010 xc 60???? no air jumper-ed too?
if yes controls bad.
but with all blend door motors dead, air will flow.
there is no blower blocking door/damper ( but Filter)?
no air flows? means what?
hot air?
cold air?
either?
or no ambient air flows. or all.above.?

most cars have at least 3 dampers
MODE (direction)
hot cold, manual control.
recir'/fresh.

case in point, if hot core and AC core are dead
and blower spins you still get ambient cab air flow or fresh.
cab filter clogged up.
I need more facts to know what tests to do.

Just because the Blower works doesn't mean you will get air delivery. If the Blower is working but the Blower FAN is not spinning you will get no air delivery. Check out this video to learn more about the blower unit. https://www.youtube.com/watch?v=VpYX663B7Mc

Not sure which fan you mean. Engine cooling fan is different from heat/air blower fan.

Air does not blow

The car normally blows air through the blower however the controls and settings of the speed of the blower are controlled by the blower motor resistor. The resistor controls the speed of the blower fan. If your blower still works on the highest setting then the blower itself is still in working order. If you are not getting any air at all, even on the highest setting, then chances are the blower has gone bad, blown fuse or open wire. If this does not help please give us more information to work with.

Fuse ? Did you check you get power to the blower ?? If yes the blower is at fault or a bad ground.

2004 impala a/c blower not working

No it can not.
You have a couple of actuators that have gone out. The driver temp control. And the air inlet actuator.
And I don't fallow your statment of "my a/c blower went completely out. I tested the blower and it works fine".

If the blower went out, then what do you mean it works fine? Are you talking about air delivery or it just quits blowing all together?
