I have a 2013 Dodge Avenger SE 4 door Sedan, only 28,000 miles on it, still under warranty, bought brand new. Have hated it since I bought it.... 1st issue.... very cold starting car, sounds like **** for a $20,000 car when first starting, has to warm up for quite some time. Then when shutting off...has sort of a dieseling sound to it, not a smooth shut off sound....dealership says " thats perfectly normal, nothing wrong". ok, so I have dealt with it... 2nd issue, started after 4th month after I purchased the car and continues today 1 yr later, chirping sound in front driver's side wheel, 1st visit to dealership....wheel bearing machined wrong at factor... supposedly they changed wheel bearing out... pick up car, don't even get out of parking lot of dealership and still chirping...return car...2nd time looking at the car by dealership... mechanic says drove car for an hour, can't hear the chirping...HE NEEDS A HEARING AID, IT'S LOUD!Dealership claims to have taken brakes completely apart and looked at, "issue of rotor resting on brake pads, this is normal and all cars make some type of noise" says my mechanic...grrrr... they turned the rotors, applied wheel bearing grease, gave car back to me....still hearing chirping noise. 3rd time returning car to dealership...service manager says "3 people have driven the car and can't hear the chirping & we can't fix what we can't find wrong". reports they took look at back brakes, and found "hub cabs are rubbing on wheel waits" YES, they actually CANNOT spell... should be weights.....for correct spelling on service ticket...solution by dealership..wheel bearing grease to hub. STILL HAVE THE SAME CHIRPING NOISE..... poor service at my dealership for sure, I called a mechanic friend of mine, he listened to recording of noise and the problems and solutions done by my dealership...He laughed for 5 minutes so hard I thought he was going to *** his pants! NOT A GOOD SIGN WHEN A MECHANIC laughs at what someone has done to your car :( 4 times to dealership within 9 month period, 3 of those times within 18 days, no real results of being diagnosed correctly &/or fixed correctly.... any ideas? anyone with same problem or a solution? mine is to DUMP my dodge and go get a Toyota :)

The high pitch sound may come from the brake pads as metal parts hit the disc to signal the owner that it needs change. The metal parts gets exposed when the pads have worn out. The brake also has a hub to cover the disc. See if the metal plate is hitting it but this issue would appear when the wheels are in motion. Check if it is the belts, have the tension checked out. Other than that the bearings are the other items on your wheel that could cause a high pitched sound when you car is in motion.

probably a dumb question, but if there is a backing plate, did you make sure it isnt bent and hitting the rotor? you never want to sand new rotors, although i dont think it would cause this concern. i would suggest lightly scuffing up the brake pads. this will eliminate any noise caused by the contact of the rotors and pads. if it goes away then you know its a problem with the pads/rotors.
scoring of only the inside rotors would make me think that possibly the caliper slides are frozen up. make sure they move quite freely on the slides. it is not uncommon for brake pads to score rotors though.
but brake noises at low speeds that dont' change when applying light brake pressure are usually some sort of metal or something contacting the rotor.

It may be caused by Disc Thickness Variation, which occurs when the pads brush the sides of an out of alignment rotor. Also, it could be that the rotors need to be resurfaced due to poor surface finish. I have also seen that when the brakes drag on the pads (DTV) that any pad dust will collect in the low spots and squeal after braking. I would recommend dropping the calipers and thoroughly cleaning the rotors and pads off with warm soapy water and a rag. I don't recommend brake cleaner or silencing sprays because they just add un-needed material to a contact surface and can actually cause noise and prevent full pad contact.

I can also suggest checking the hub face with a roller-tipped dial indicator gauge to confirm that it doesn't have any lateral run-out. Run-out of over .002" would be out of spec.

Apparently the whine is car speed related and not engine speed. I'm surprised that you didn't say anything about checking the wheel bearings?
