Wiper motor and module do operate but only when bypassed. There is no power feeding fuse 11(25A, is not blown)and no power or fuse issues at the underhood fuse center. Is this an ignition switch issue or something else? Should I need to check wiring or harnesses? All grounds and positive leeds are connected with no corrosion or rust.
Found these two fuses for hvac. Use a test light, check voltage on fuse circuit, key on. Yes, the ignition switch is involved. Check feed to ignition switch, both show to be red wires, hot all the time. The feed from ignition switch to hvac shows to be orange wire.
More than likely the multifunction switch is defective.

It is the Motor. This is a VERY Common GM Problem that they have not Fixed since 1990. You will need to remove the Rear Door Panel to Access the Motor.

I went through the same thing with my 99 suburban. It turned out to be the dash fan control switch. It is purchased seperate from the whole cluster for under twenty dollars. The instrument panel cover comes off gently by hand with the tilt steering in the down position. You have to then unplug the electrical plugs to get it out of the way. The heater ac control panel then comes out by hand far enough to unsrew the heater fan control from the back.

the connector fpr the resister which should be located close to blower motor counld be melted from overheated resister. you should check and replace resister and connector.this should be your fix. thanks and good luck.

I had the same problem with my 2002 Safari. The blower resistor/relay pack (mounted on the ductwork below the blower motor) in the engine compartment went bad- poor design. A replacement unit (about $120) is available from the dealer. Removal of the coolant overflow / WWasher bottle is required, as well as enlarging the the mounting opening. A Chilton 1985-2005 Astro/Safari manual has the diagrams...

replace the A/C control head... very simple to do. Pop off the dash panel and pull the control head out... unplug the 3 harnesses and there you go.

Low Speed Operation
When the wiper switch is in the low speed position, ground is applied through the switch internal resistor and the wiper switch low signal circuit to the body control module (BCM). In response to this signal, the BCM energizes the WIPER PCB relay by applying battery voltage through the wiper relay control circuit to the coil side of the relay. This allows battery positive voltage from the WPR fuse to flow through the switch input side of the WIPER PCB relay and out to the switch input side of the WIPER HIGH PCB relay. Since the wiper high relay is de-energized and its switch contacts are normally closed to the low speed control circuit of the windshield wiper motor, the motor will operate at low speed.
High Speed Operation
When the wiper switch is in the high speed position, ground is applied through the windshield wiper switch high signal circuit to the body control module (BCM) indicating the wiper high speed request. In response to this signal, the BCM then energizes the wiper PCB relay, as stated above, and the wiper high PCB relay by applying ground through the control circuit to the coil side of the relay. With the wiper high relay energized and its switch contacts closed to the high speed control circuit of the wiper motor, the motor will operate at high speed.
Wiper motor high speed operation and the wiper high speed PCB relay can also be commanded ON/OFF by using a scan tool. Refer to Control Module References.

You could Have a switch problem , BCM problem ,PCB relay problem , the pcb relays are non serviceable an the whole under hood fuse box would need to be replaced . Malfunctioning motor bad ground some where etc.....
