An engine needs 3 things to run...air, fuel, and compression....but they also need to happen at the correct time. If you have verified that the engine not only has enough fuel pressure to operate the injectors, but that the injectors are firing. That all of the spark plugs are getting fire, and that each of the cylinders have enough compression to run. I would think you have to check your timing marks.

I had this problem with my 99 Durango and went to AutoBeef.com to discover this was a major problem with 98 & 99 Durangos. The fix was easy -- PCM "brain" was exchanged with a refurbished PCM "brain" from an online PCM company in Florida. You can google as I can't remember name of company. I called them and they said - Yep this is the fix -- the guys told me 3 screws all I had gone to several mechanics and dealers -- none could figure it out. I was so grateful that someone gave me the clue I needed.

Check the fuel pressure and fuel regulator. You can have fuel, but not enough pressure to push threw the injectors.

Car not starting or turning over indicates towards multiple possibilities.
It can be issue with battery or weak battery. But if battery checks out ok, then
it can be starter issue or faulty alternator or problem with low fuel pressure or
no spark at spark plugs due to dirty spark plugs or faulty ignition

The
Engine and Automatic Transmission (not applicable to manual
transmissions) in this vehicles drive train are fully
electronically controlled by a computer called the PCM and TCM (Power
Train Control Module, Transmission Control Module). When a problem
like this or other drive-ability related problems occurs the computer
stores a record of the problem (there are of course some exceptions
to this, like the fuel pump, engine coolant temperature sensor and
MAF sensor for instance) in the form of a fault code in its memory,
to read these fault codes you must have the systems memory scanned
with a special tool. Once the fault code(s) are read you then must
perform the appropriate diagnostic testing to find and resolve the
problem(s) DO NOT REPLACE ANY PARTS UNTIL A TRAINED
TECHNICAIN HAS DIAGNOSED THE PROBLEM TO AVOID SPENDING YOUR HARD
EARNED MONEY ON PARTS THAT MAY NOT CORRECT THE PROBLEM. Also always
check fuel pressure for correct spec for your make and engine type.
