2006 Toyota Tacoma, power outlet/cig lighter not working
15A fuse blew twice, second time after I replaced it no power to the outlets, but the fuse is not blown. heard about a "fusible link" behind the outlets? how are they removed?

I am not sure about "fusible link", But the suggeation I can give you is to open dash or where the outlet is located and check the wires in the back of outlet with a light tester.

Normally this would be in your owners manual. The power for the outlets may be on the same circuit with the horn. On some models there is an accessory relay that handles the outlets. There should be a 20amp fuse in the box in the engine compartment that feeds the circuit. You may have to check all of the 20amp fuses to find it.
I was searching for this fuse. All the above fuses mentioned were not popped on my vehicle and the 12v power was the only thing not working. Look under the hood by the latch. There is another fuse box by the hood latch. Open that and it will be #16 & #18 one is your 12v power, the other is cig lighter. Both of mine were popped. Replaced those and my problem was fixed.
I would probably vote for the fuses again. I don't know of anything else that three components would be connected to other than the ground circuit. They could be wired thru the key switch and are probably on a different circuit than the cig lighter.
First off the reason for instant fuse blow is because this is a positive wire grounding out or touching/crossing a grounded surface. I would first target the Cig lighter outlet connections also if the outlet is rusty inside looking, replace it.
