sounds like you speed sensor and your throttle poistion sensor

possible catalytic converter plugging up check spark plugs o2 sensor

Assuming your truck is old enough to have a distributor cap and wires, either one could be shorting out when wet or damp.
You may need to replace the cap, rotor and wires to fix the problem.

Possible Idle air control, simple to change on the throttle body

COULD BE GROUND PROBLEMS OR THE TACH GOING BAD.EVEN THOUGH CAR SEEMS TO BE RUNNING GOOD IDLING GOOD.SOME TIMES A SPARK PLUG MISFIRE.CAUSING A LITTLE ROUGH IDLING CAUSING TACH NEEDLE TO GO CRAZY.I SEEN ALTERNATOR WITH VOLTAGE REGULATOR GOING BAD CAUSE A POWER SURGE CAUSING HEAD LIGHTS TO DIM A LITTLE THEN BRIGHT WHILE ENGINE IDLING.THIS WILL CAUSE TACH METER NEEDLE BOUNCE AROUND ALSO.

as time goes on yes so the idle speed control is wearing out

the valve train adjustment is off! what you are experiencing is a leaking valve issue check the compression it need's to be!! 125 psi per cylinder

Vacume leak or bad idle motor. With the car in park and running with the hood open listen for leaks moving your hand around the different hoses looking for a change in the sounds that you hear. The idel motor also makes the car idel up to 1500 RPM or so right at start-up then idel down, If it doesn;t the idel motor is likly. Check engine light is on when running? Test for codes, Follow code test charts don't skip any steps!.

Locate you computer (right front kick panel) and tap on it with a pen while the car idles... Also flex it back and forth with your hands to see if the car runs rough or quits... You may need a new one.
