You need to say exactly which fuse. or at the least how many amps it is. (and what BOX)??????
my wild guess, is
1: its in the engine bay box, right?
2: and its a big one,,, right?
so if that fuse connects to the Alterator, (look close) then the alternator is shorted. its an 80amp fuse. that. aka; fuse #15

honda turns over wont start. only light on my dash is the barttery light when key is in second postion
the CEL llamp must glow, this out means the ECU,has no power,or the lamp burned out. if CEL is out, and ecu fuses are blown there will be no spark or fueing.
you key on, and the CEL glows, this tells you, EFI is ready to go. if not.....?????
checked all fuses. where is the ecu and its fuses
main fuse blows. what fuse? you never said and mains are in the engine bay box, and there are 5 or more fues there, DRL, DIM dip options, etc) so which one? it a tree, and we need to know what branch fails ! it it the 80amp main in the engine bay box.? the ECU will not BLOW MAIN, WILL NOT< again what fuse blows.
here ill give you the FSM , so you can see, and all the variants. huge , by country and options.. our car is NO DIP, NO DRL. in USA.
the schemate really helps finding shorts, in this case anything in the whole tree can be shorted, if blowing the main fuse under hood and not any in the cab means the alternator is shorted, or the main cable from the fues to the cab box. is shorted. 80amp, 50amp, 20a, 15a, 15a fuse in our box. engine bay. see

read PDF page 801, see the mains box. fuse 15,17,18,19 are mains. only them. page 801 shows the full tree, see that? see all fuses there in the tree? ALB means antilock brakes. (early)
if the 80amp blows 99.9% chance the alternator is shorted, one of its huge 3phase diodes inside are shorted. very common failure on all car made, and same fuse blows, the BIG main. but fate always wins....
