When you first start it , it revs high , and when you shift from first to second gear , it revs high , and even from first gear to neutral , it revs high .
Define idles high like its going high rpms before shifting or the engine itself is high reving if its high rpming when shifting its mostly you tranny going out you can try tranny fix oil I used it on my truck when it had shifting problems and ive had no problems since it takes a few days to work though and if its the motor itself it could be a lot of things but I dont know much of the problem based on what you told us

Does the Check Engine light come ON when this happens? Whenever the "Check Engine" light comes on, there is always a DTC (Diagnostic Trouble Code) stored in the ECM (Engine Control Module). You'll need an OBDII (On-Board-Diagnostics) scanner to retrieve any codes recorded/set in ECM. Once you do this and let us know what, if any codes are set, then we can go from there.

The idle is controlled by the Powertrain Control Module via the throttle speed actuator. High idle can be caused by a malfunction in the idle speed system or it can be caused by a vacuum leak that is allowing the engine get air that it is not supposed to be getting.
The best way to diagnose this problem would be to FIRST scan your computer network in your vehicle and collect any Diagnostic Trouble Codes (DTCs) thay may be present. There is a good chance that there will be a DTC stored that will lead you directly to the source of your problem.
If there are no DTCs present, then some manual testing, using a scan tool to excercise the throttle actuator will be necessary to help determine the cause.

How high does it rev? The things that jump to mind: oxy sensor (constantly idling high and slight fluctuation), the switches on the clutch pedal.
It revs about three rpm from first to second gear mainly . Sometimes even does it in neutral in the middle of a shift . Both o2 sensors are new , im replacing the idle control valve to see if that works . Its as if the idle sticks in between shifts , then finally goes down after holding in the clutch .
Oh yeah , there is no check engine light on .
