Hello,you have an 'air leak' some where on the inlet manifold,or the idle valve is defective, hope this helps, cheers

89 Has EFI not carb. I vote to give you a ZERO!! The problem is more likely the IDLE AIR CONTROL VALVE (no sh!@#) "IDLE"????

This could be caused by several things. Bad MAF sensor, TPS could be defective. You need to have the vehicle scanned for codes. You can have this done for no charge at AutoZone.

trouble is some cars have an idle control valve remove and clean it,others have it as part of the throttle body .in which case clean the throttle body with throttle cleaner.

1999 ford 5.4 liter v8 starts,stops for a second then goes to high idle or won't idle,when it won't idle, driving it for a while corrects no idle condition.
So you are saying for the most part that it won't idle until it gets warm? Sounds like the idle speed control motor is bad.
