Light comes on as soon as the ignition is turned on I have replaced the brake switch, an checked fuses an checked hatch back for short problem, the light stays on even if the brake switch is unpluged

try tapping the hazard switch on and off a bunch of times fairly hard. these switches have a tendency to go bad and neither the hazards or turn signals will work

It is not the multifunction switch. The power feed goes thru the brake switch before the multi function. You have no power the the brake switch because your shift interlock is not allowing you to shift it. I'll look up the wiring diagram and repost with a solution.

the brake lights switch of the expedition is connected to the cruise control system. get yourself a wiring diagram and sort out the problem. i have read of fires being caused by that problem so be carefull.
