On My 1998 Toyota Camy when the car is on my brakes lights wont go off but if the car its off the brake light work fine why??

These Toyotas had daytime running lights. The headlights and the taillights turn on when you start the car. If you press the brake pedal, the rear lights (and the brake light in the rear window) should come on brighter.

I have never heard of the brake light staying on (The brighter filament in the two-filament bulb). Hope this helps.

Abs light on dash stays on after starting up

That abs light staying on after starting up is an indicator of a problem within the abs braking system. Have it checked out soon because whenever that light is on, you have no anti-lock brakes, just regular brakes.

My brake lights stay on on my Toyota and the

Try pulling your brake pedal up and see if that causes the brake lights to turn off. The problem is most likely a bad brake switch that fits up under your dash and is attached to your pedal, it may not be releasing right and causing your lights to stay on. Hope this helps. Let me know how it goes and I will see if I can help some more if needed...
