Was running then I brought home for a friend tank was almost empty I put 20 in it started but power was low it hardly climed a hill the it got better when I got it back it didn't want to start I put dry gass in let let it set it started but would only run when I stayed on the gas blowed black carbon out the tail pipe
EGR valve may be clogged. Try and locate it and remove it.....then clean it all out. Use a gas additive like Sea Foam or Lucas to get the Fuel Injectors clean after starting it.
Over fuel from bad needle and seat , or leaking injector seals you didn't mention make model year or type of equipment so that answer is the best you get

This could be a TPC valve or sensor. That is a throtel position control. Your engine will idle or run at low speed fine or in stop and go traffic but highway driving or climbing a hill when the demand changes to heavy or light consumption it will surge the engine as it can't get a good read on what it is suppose to do. This is a resonable priced part and for about twenty bucks for a CHILTON manuel for your car it will give you step by step instructions on this and almost any project you want to try yourself. They will have these at your autoparts store.

It sounds like the fuel pressure regulator is bad. The regulator is vacuum operated and if the diaphram ruptures it allows gas to enter the intake manifold. This causes a rich mixture and floods the engine.

check that the map sensor vacuum hose is not leaking a leaking hose or a bad map sensor will cause the problem so will a bad cooant temp sensor. wireing to the above could be shorted or open.if a fuel injector were leaking or the controll wire to it were shorted to ground that also would cause it.if all the plugs were black when you changed them then look for an across the board problem like a sensor/vac hose/. if it had only one or two black plugs then look for grouned fuel injector wire or leaking injectors. one other possability could be a ruptured diaphram in the fuel pressure regulator. pull off vac hose and look for gas in the hose, start engine with hose off and see if gas comes out of the regulator if either have gas then replace regulator. oh forgot, that hose on the regulator has to have vacuum on it if it dont or hose leaks it will make fuel pressure to high and cause the problem. the exception to the vacuum at all times on the map censor and pressure regulator would be the 2.2/2.5l turbo. the vacuum to those censors is controlled with solonoids operated by the computer.
with engine off turn the key on/off/on/off/on and watch the check engine light it will start flashing the codes it will be like blink short pause then blink blink blink. that would be a code thirteen. if it has more than one code then after first it will blink out another always 2 digit codes if you miss count the blinks then turn off key for a minute and repeat. let me know what the codes are
