I don't know how you should remove the mechanism - usually the mechanism is in the rear quarter cavity and can be quite a rave to get out.
Seatbelt mechanisms have been quite reliable for a long time unless a kid or someone spills a sugary drink or they are in a damp atmosphere - the mechanism can be fettled with care and experience but in reality it is best not to; replacement or nothing!
When I encounter a sluggish seatbelt I draw it out full length and spray both sides with silicone and work it a few times. Mostly this provides a cure until the next service...
Damaged retractor on some vehicles when the seatbelt retractor gets damaged. Either by getting in a crash or in some cases a hard stop when the belt is worn by someone it will not retract

your dealer is able o supply you with a seatbelt extender at no charge. this is a courtesy that ford gives to thei owners. see your local ford dealer for details..i hope this helps, your thumbs up is appreciated....BTW, the right front and all rear seat belts have a child safety feature buil into the retractors. it will cause the seatbelts to cinch tight an not release once engaged, until the seatbelt has been fully retracted therby releasing the locking mechanism...this feature is only engaged when the retractor is pulled out to is fullest limits, at that point you will hear a ratcheting noise as it retracts....
My first try is always: tap lightly & carefully on the retractor housing while pulling & releasing tension on the seatbelt. If that doesn't work: Blow compressed air into the retractor mechanism (they accumulate dirt/lint). If that doesn't work: Disassemble (and clean) the retractor mechanism. Reassemble with a bit of white lithium grease lubricant (to prevent a recurrence). This is a bit of work, but it'll always work.
I had this same problem with mine, what i did was take off that part of the interior to where you can get to the actual motor itself and disconnect the power to it.. i found out that for some reason the track to mine was completely eaten through when mine did what yours did.. just make sure its in the driving position all the way so it's safe to use while driving and it wont move. the only drawback to this is the seatbelt light stays on the dash..
