The turn signals operate off of the emergency 4-way flasher. Check to see if your 4-ways flash. If they do, your problem is the 4-way flasher module. Replace that. It's not too difficult and fairly cheap
The flasher unit for the four ways is separate from the turn signal.
If the rear light is flashing fast means the front light is malfunctioning. Check all wiring from the dash to the light itself. I had one a wire was pinched and had broken
I had the same problem on a 92 & 95 Dakota years ago, replaced the turn signal switch in the column & found a loose ground wire in the harness back by the tail lights. Never had a problem again. If you're gonna try to replace the switch you will need tamper proof torques bits just FYI. Good luck. Let us know how it turns out.
I don't think it would be the flasher since the right signals are still working. Check all your light bulbs including the side marker lights. They must all be working for the turn signal work. If you can't find a bad bulb, then go ahead and replace the flasher.
You need to replace the blicker switch. The metal contact on your blinker switch is not being moved when you switch it over because its a little plastic bump that snapped off. You'll have to take the plastic molding around your steering column off before you do this. Most screws are behind plastic plugs in the molding that hide the screws.
turn on the turn signals without turning on any other lights, first left, walk around the car, and see if there is a light that is not functioning, then right, and do the same. If there is a light that is not functioning, replace the bulb. If all lights work, then its the unit flasher unit itself, and can be baught at a parts store, and is easy enough to replace in the fuse box of most cars.
start with a fuse, then go on to a turn signal relay. turn the level left or right on the steering column with the inginition switch on, if the light in the dash lights up but won't flash, it is the turn signal relay.
