I had the same problem last time I replaced the battery and the guy who did it made an adjustment somehere and it was sorted. I have no idea what he did but the guy who replaced the battery this time does not know either and so when I stop a lights or stop sign the car does not idle and cuts out and I have to start up again. Any ideas?
That is a normal thing if you have the 2.0 j20 engine. Just drive the car a few miles and the ecu will adjust the idle and fuel mixture back to normal...

the RPM is low, (not wrong ,it's low. SAY TOO LOW.)
wont idle means is stalls or near stalls.
The ecu controls idle, not you,not screw.
Its hard coded in the ECU, for sure. FSM says so read that?
SAY ITS STALLS. for best answers.
stalls 101:
has 2 causes,(in pure physics) (using 1 to 10 tools we find it)
1;gross misfire (50 causes) causes gross power loss.
2: ISC stuck closed, lean it? a good ISC cant cure#1
Hint there are other failure modes that cause the ECU to go to limphome, and takes off line the ISC
that too is a FaCT. STATED IN THE FSM

why do engines stalls there are 50, or more

stats:
never once did a full 60k mile tuneup
wins the dah awards for 100 years running)
if engine is G16 the cam belt slipped for same reason above, and mech sees spark timing way off.

egr stuck open stalls engine.
lost compression on say 1 cylinder
bad spark. for any reasons.
injectors leaking. (or even dead one)
FPR bad.
o2 stuck at 0v ,and huge rich running and now fouled spark plugs
that is for stats.
fire him and get a real ASE mechanic.
also id bet this old 99
has more that one problem, as MOST DO.
no engine stated , no joy.....hopeless.

Have a look at the Idle control valve(under the throttle assembly) it could be sticking clean with white spirit.
clean it with CRC cleaner safe for plastics
never use spirits on sensors or actuators.
ever. it wrecks plastics.

Sounds like you need your idle speed adjusted.
its not adjustable , its computer control and regulated at all times.
take an efi course. please.
