I read that wrong...they wont turn off? That could be a bad switch or the wiring is connected for constant power.I read that wrong...they wont turn off? That could be a bad switch or the wiring is connected for constant power.

There is a small square "trap door" in each wheel well directly behind
the fog lamps. You can pry it open and access the fog lamps. They just
twist loose.
Apparently the 03 wranglers have a tendency to have faulty fog light switches. It might be that your fog light switch is broken and they stay on all the time, and drain the battery. I just had this happen to me and realized after jumping it twice, that my fog lights won't turn off. Hope this helps
I have a simular problem. Only mine does not some on. I tried to replace the turn signal switch assembly with a used one. The replacement work ok on the fog lights but the rest was bad. As near as I can figure it, the switch assemble is not well made and had many ways to go bad. Either replace the whole assemble or wire in a bipass switch. I am going to go with a bipass switch. I don't trust the new jeep products.
Coincidentally, starting today, 6/22, my '04 Wrangler with 85K miles started having the same symptom. It's not the relay though. My lights will turn off if i press in on the fog
light switch in the off position on the turn signal lever but when I
release the pressure they come back on. I also pulled the fog light relay to shut off the lights. Unfortunately, I believe the only solution is to replace the turn signal lever.
Or you could just pull out the relay under the hood, it's marked fog lights, pull the relay out. If your hi beam indicator is flashing with your fog lights on them selves. Could be the multi function switch. That controls turn signals, headlights, fog, I have seen many of those go bad.
There seems to be a problem on the power side. You should have at least one terminal at the relay that is hot. The switch activates the relay and transfers the power from the "live" terminal to the hot lead to the lights. Good news is you can completely disconnect fog lights and make your own harness (including a relay) and use a push button or toggle switch on the dash, just like the aftermarket add on lights use! (and it's likely cheaper and more reliable than the original setup)
disconnect head lights, and replace fuse. Then turn the light back on to see if it blow a fuse again. if not, plug on light in at a time. You might have a bad headlight???? then unplug that one if nothing happens. Then plug the other one in. It could also be a bad taillight bulb. I have had bad tail light bulbs. Do all of them, one at a time.
if water got into the switch is it an esy fix
