Not sure about a 95, but the key is locked by an electric solenoid. The solenoid could have died. On newer models, there is a hole on the bottom of the steering column bezel. About under the switch. You can insert a screw driver and push up to unlock the ignition switch.
look for the screws at the base of the console.. you may need the key in the ignition to move the shifter so the cover can be moved.. the seats may need either forard or back to acess these screws..
I have same problem with my 95 Vr6 Golf, check that indicators are in 'neutral' position. If my indicator is still on when I switch off ignition then the lights on that side stay on - nuisance!
There is a small cable attached to the shift lever that runs up to the ignition switch on the steering column. If it gets stuck, your shift lever won't move out of park and your key can get stuck and you won't be able to pull it out.
Drop the steering column down and detach the cable to free up your shifter and/or key. Make sure to replace it as soon as possible as it is a safety feature.
need new ignition switch, or if it's an automatic, the shifter linkage might be stuck or broken, (linkage that allows key to turn off when put in park.)
