Will not shift out of park. I have checked the brake lights, they work. Any other ideas?
Brake sensor. It tells transmission, brake is depressed and allows you to shift out of park. Or check with diagnostic computer, free at some major retailers. Most likely a sensor, if not transmission may be bad.

SOURCE: ford expedition yr'00 headlight not working checked fuses..
The low beam headlamps have a seperate fuse for each lamp in the central or underdash fuse panel.
The right headlamp is fuse fuse 26 (10amp) and the left is fuse 28 (10 amp). These fuse are hot only when headlamps are on so you need to test them with a test light with headlamps on. If they do not have power to them then concern is either headlamp switch or daytime running lamp relay if your vehicle is equipped with this feature, or a bad multifunction switch.
Power leaves the headlamp switch on the RD/YE wire and goes to multifunction switch. It leaves multifunction switch on the other RD/YE wire The wire will then go thru either a connector c2003 located behind the passenger side air bag behind the dash or to the DRL relay if your vehicle has this feature and leaves there on RD/BK wire to the headlights .

It sounds like the shifter lock out solenoid has gone bad.It is a solenoid that releases the shifter when you push the brake pedal.

Had the same problem; brake lights worked, too. It freaked me out at first as I was far from home when it happened, but I used the override to get back out of park for a couple days (it's under that "dime sized cover" like snorkelboby said). I asked a mechanic who also thought it was a solenoid issue but turns out, my brakes shoes needed replaced and I haven't had the problem since. I assume since you have to apply the brakes to shift, it must have been the worn shoes...
SOURCE: Airbag dashboard light keeps blinking. In 1997 Ford Thunderbird.
The air bag computer will have to be scanned and the code read to know what the fault the computer detects. The problem will have to be repaired for the light to shut off. Keep in mind, when the air bag light is illuminated the air bag system is deactivated. Meaning, in the event of a collision the bags won't deploy.
