IT will just click. do nothing. or turn very slowly on a fully charged battery. Most people change a starter when it is nothing more than a bad battery ( have a load test done first) or a faulty starter solenoid ( replaceable and repairable). Sometimes it will do nothing until you try the start position several times and then suddenly it is ok and will be so for days then it is back to the problem. This indicates a dry joint in the armature that stops under a brush and there is no circuit to turn the armature . This is repairable with a new armature or a new starter.
