MY car runs very roughly untill it warms up to normal operating temperature and then there is no issues. Until then it feels like it is flooding and there is a smell of gas.

It has passed an emissions test just 20 days ago

Your problem is more likely a distributor-timing problem, than a carburator problem. The richness of the fuel acts like a constant choke, and the car runs fine until it warms up.

Once the car is warm, try manually advancing the spark. If that helps, then take the distributor to a repair shop that can tell you if the vacuum advance is working properly.

Remember, the spark must be +10 degrees advanced when cold.

this may be a sticking air flue meter take a matchstick .and push it into the hose this will let more air in if this works change the air flue meter

A wild guess - your crank speed sensor. But, with this level of malfunction, pull the codes. Buy a code reader (EOBD/OBD) from Ebay or go to a Jaguar dealer or any decent engine diagnostic center and they will tell you what is malfunctioning. The codes don't tell all the story, they just tell you what is out of tolerance - there could be a lot of things out just because one component is malfunctioning, so you need someone who has expertise with this engine.

Your first check must be hooking it up to retrieve the codes. There is no way possible to know what this is without these codes. There are about 40 different ABs codes this car can store.

I have an Ignition Issue with a 1991 Mazda B2600i 4x4?

That sounds like either a fuel issue; too rich, or an air leak in the manifold.
If it were an ignition issue, it woukd cut out, not run rough.

I have a cold starting problem with a 1992 dakota. When temperature is below 40 degrees and engine is cold, acts like it's only firing on 1 or 2 cylinders for 20-30 seconds then runs fine.

I think you have a fuel pump pressure issue, the rough run is due to a very lean mixture (low fuel pressure). Try this: cycle the key three times to rum but do not start until the 4th attempt, if it starts and run normally replace the fuel pump.

I have a 1986Dodge Ramcharger I rebuilt the carburetor and tighten the idle jets all the way in how far out do they need to be idle correctly????? Someone please help

Unless you have a Exhaust Gas Analyzer, you will need to adjust the idle jets by touch. With your hand on the fender of the vehicle to feel for roughness, with the engine running at NORMAL OPERATING TEMPERATURE ("warmed up") and both idle mixture screws fully clockwise, begin by backing the left screw out in 1/8 rotation intervals until the idle becomes as smooth as possible without again becoming rougher (sweet spot). Do the same with the right screw, then turn both screws 1/8 turn clockwise. Repeat the procedure after approximately 100 miles.

After I start the engine it runs fine until it warms up to operating temperature and then runs rough and produces black smoke until t dies. It will not re-start normally until it has cooled.

Bad coolant temp sensor making ECU think engine is still cold, thus running rich, as if choke is on. There are two temp sensors, one for dash gauge (one wire) and one for the ECU (two wires). You can remove it and test with voltmeter by placing unit in hot or cold water to compare readings.

When the motor is cold and the outside temperature is below 70 the car will not stay running. Will die with in 30 seconds or so of starting, then you have to wait a minute or two befor the car will start...

Are there any service engine soon lights on associated with this problem?

Possible CTS (Coolant Temperature Sensor) or another sensor giving faulty data for the cool air temperature.

Check spark and gas delivery when cool, below 70 deg. If the spark is not being delivered or the fuel injectors are not delivering fuel at this temperature, it will explain why it doesn't run right until it is warmed up.

2001 Taurus won't start when warm. Try to start it, it will try to run, roughly, then dies. Then will only turn over for awhile. After it sits for 20 minutes or so, it starts like a new one and keeps...

Sometimes a motor is more sensitive to warm conditions. When the water temperature sensor does not cool off it keeps the engine in a warm run mode which is very lean. This is how lower emissions and better fuel economy are made.

The "cold start sequence" makes a richer fuel mix for starting and running. I have not seen a dividing point where this switches from one mode to the other. IF it is say 180 water temperature degrees and your car stays above 180 degrees turned off after running, then the fuel mix will be very lean until the engine coolant loses heat.

About all you can do is put in a new thermostat of proper temperature or a lower temperature thermostat. You could flush the radiator and back flush the block so that heat loss is more efficient. You could put in a new water temperature sensor. You want to get rid of calcium-fication of the internal surface areas so the components are more like factory new.

1990 Deville 4.5 litre v-8 vacuum present from vacuum line to egr selenoid but no vacuum from egr selenoid to egr valve the car runs fine when cold but runs poorly when warmed to operating temperature.

You will not see any vacuum from the egr solenoid until the engine has reached normal operating temperature and certain other driving conditions have been reached (like throttle position and road speed). If the engine runs rough when warmed up, check the CTS (coolant Temp sensor) when hot and cold and if no fault shows there, start checking input sensors for engine and cam position, engine timing, RPM etc. If the EGR valve was leaking, it is only adding air to the exhaust stream and usually, manually opening the valve and blowing out the seat with compressed air should fix the issue. This can also be an issue with clogged injectors. When the engine is cold, fuel enrichment supplies more then normal fuel amounts to encourage even running. When the engine warms up (normal operating temperature), fuel enrichment mode is turned off. If your injectors are clogged (even if only slightly) fuel starvation will cause rough running. Fuel enrichment overcomes the starvation of clogged injectors. Try adding a propriety injector cleaner to your fuel tank and watch for an improvement. If you do see an improvement, have your injectors cleaned and tested professionally. If you locate any other issues with engine sensors, replace them and ensure the new components are adjusted correctly if required..

When car is cold it seemingly runs on 3 cylinders

seem like you got the same problem as my scion xa, check the fuel pressure regulater. bad regulater some time smell like leak gas. auto zone might cause you about $80.00.
