Very common problem in Tiburons for flashers to stick on. One solution (you can probably find detailed instructions newtiburon.com) is to replace the correct relay on the Body Control Module (bcm mentioned by q_tipj83). This is very hard. Much easier is to go online and find a salvage yard who has a BCM. I got one for $100, as opposed to $500 for a rebuilt one that is hard to find or $1000 at the dealer. they gave me a 90-day guarantee and everything has been fine with it. At the above prices, you could buy severl used BCMs and still come out ahead.
By the way, the BCM is the box to which theh under-dash fuzebox is attached.
The tiburon turn signals are controlled by a bcm (body control module) The bcm controls the ground to the signals. These always go bad and cause the signal to stick on or just not work. hope i was a help.
