Periodically there is snapping coming from the upper dash area on the right side that lasts about 5-7 seconds. Seems to happen more when the dash gets hot. It happens at times whether the A/C is on or not. I recently had the front windshield replaced by Safelite, and it didn't start until after this maintenance.

Yes the spring in the arm is weak, replace the arm and your problem will be solved.

My 2003 Mercury Grand Marquis has the same problem. We found out it was the headlight module located under the dash above the gas pedal. The black box has wire connectors coming out of the back. Hitting the box worked for a little while, then I had to reach in the back and wiggle the wire harness. The dealership wants 500.00 to replace the unit. I consider Highway Robbery! They have installed a faulty piece of equipment on my Luxury car that could easily be life threatening but we know it won't be recalled until someone dies because of it. My husband was able to remove the unit and looked it over it had two circuit boards and he was unable to visibly see any problem or loose wire. He cleaned the connectors and used some electrical terminal grease on the wires, this improved it for a short time. The problem still exsists. I have sat for 30 minutes or more waiting for them to go through the On/Off cycle till they stay on for the 45 minute ride home from work. I have beat the box with my flashlight (maglights handle the abuse, my fingers and nails don't) till it came loose from the brackets that hold it. I leave my car running while pumping gas, short shopping trips and start it 20 or 30 minutes early before leaving for work. It is frustrating and dangerous. If this is the kind of quality in our American made cars it's no wonder they needed a BailOut! The only thing we have found to "fix" it is to find a used part that could possibly have the same problem shortly down the road or pay the theives at the dealership to replace it.

For tick tick noise under dash board the fuse box under the dash needs to be inspected.May be any relay in that fuse box is flickering or getting short and making this noise.So first check the fuse box under the dash.------------
And for no start problem, it indicates towards Antitheft problem.--------------

This problem comes when your key is not detected by the ignition cylinder.There is a chip in the car key and reader in the ignition cylinder.When you insert the key in ignition switch, the reader in ignition cylinder reads the chip on the key and it detects that right key is inserted.ut if the wrong key is detected or no key is detected then it will not let the car to start.It seems like car is dead.------------
But this problem remains for 30 minutes.After 30 minutes you can again insert the key and see.If the key is not detected again then again you have to wait for next 30 minutes.------------
Actually the procedure is as follows.This PATS is a safety feature.This feature is there because no body can steal your car by inserting the wrong key.------If the ignition detects that wrong key is inserted or it cannot detect the key, then it goes into 30 minutes lock out system.Now till 30 minutes it will not let the car to start.Automatically after 30 minutes the ignition comes out of lock out.--------------
But as you said that suddenly car will not start , then suddenly it will start.If you notice this problem again n again then the problem relates to weak chip in the key or weak chip detector in the ignition cylinder.---------
This chip in key and signal detector in ignition can be tested and replaced by the dealer.The chip is available online, but in most of the cases it needs to be reprogrammed, then only new chip works.Now to get re-program you have to take the chip and car to dealer.---------
Also if you have another key then try with both keys to start.If the problem is with chip in the key then car should start with another key.But if problem is with chip detector in ignition cylinder then it will not start with any key.------------
In some cases disconnecting the negative terminal of the battery for 30 minutes then reconnecting the battery helped to solve this problem. Disconnecting the battery terminal and reconnecting the terminal after 30 minutes, resets the internal system of car.Sometimes all problems gets reset and problem resolves.So before you go for chip reprogramming and replacement to dealer, try this battery disconnecting and reconnecting reset procedure.-------------
