Check that the turbo's charge pipes aren't leaking anywhere. (The boost side, to the intercooler, to the manifold).

If they're not, check for exhaust leaks.

If that's not it, the turbo isn't functioning properly, or the wastegate (bypass valve) is stuck open.

Normal to have oil in hoses, Not sure what that code is? Some scan tool codes don't correspond with the factory codes. Do you have a manual for the scan tool? it should tell you what it is, otherwise it doesn't mean anything

the dealer shouldnt have to hand out radio codes to anyone. the dealer will need to see your licence and registration document to prove that you are the owner of the vehicle.
