I have a 98 Dodge Ram 1500. I just did a complete overhaul of mine. The 98 has what they call a tensioner pulley located just under the alternator. If your belt is loose it's either a) Your belt is worn and stretched, or b) your tensioner pulley is no longer working properly. If you take a wrench (15mm) and turn it clockwise the tensioner pulley with a good amount of pressure it should release pressure on the belt. If it moves very easily or does not spring back. The tensioner is bad and should be replaced. Also check to be sure the pulley spins on it's own with no belt on it.replace if it doesn't. Available and any local automotive store.

The accessory belt tensioner is what keeps the accessory drive belt tight, or you can purchase just the accessory belt tensioner pulley separate, however the complete unit should be replaced.

SOURCE: how can one tell if a tensioner is bad on a 1998

The tensioner is a spring loaded unit that is supposed to provide the proper tension on the belt with out adjustments. Ususally if a tensioner goes bad it is not providing presure on the serpentine belt (loose belt, squeel, or squeek) or it has a bad bearing in the tensioner pulley (noisy, siezed). The tensioners are sold as an assembly in either case. If the tensioner went bad it is a good idea to replace the serpentine belt at the same time.

Loud squeal noise from serpentine belt on 99 dodge truck with 318 motor when its cranked up

If you have an manual adjuster you need to tighten or replace the belt, belt treatment may help.
If you have an automatic adjuster. You can try belt treatment, if it doesn't work you'll need to replace the belt and maybe the adjuster.

Belt problem after replacing power steering pump and pully 98ram

If the tensioner can be moved by hand the lock down bolt is not doing its job. Try to tighten the bolt with the belt pulled tight and then release. If the belt loosens the bolt is not working as it should. Make sure theres a lock washer (split lock washer) between the bolt head and the post.

Harmonic balancer for 1999 dodge ram 1500

well if i remember correctly that fan clutch is reverse threads so in other words to loosen it you'll have to turn your wrench clockwise. they do this cuz the rotation of the fan will tighten itself onto the water pump. anyway what i do is leave the serpentine belt on the the pulleys and that will kinda hold them steady whilst you put the "special" wrench on the clutch and pop it loose you'll prolly need a cheater bar to make things easier but not too much or you'll overcome the traction of the belt and it will just slip.
