While driving the 1999 Toyota Rav, the steering wheel and peddles suddenly stiffened up, the engine stopped and the lights came on. Now, when trying to crank the vehicle, I only get a buzz, nothing more. What could be causing this? The timing belt was recently replaced.

Zero tolerance means the valves may have hit the piston when the timing belt broke. I would suggest doing a cylinder leakage test to see if the valves are bent or not. If the valves are not bent then you can replace the belt and everything will be ok. If there are bent valves then the cylinder heads will need to be removed and repaired.

i would check the power steering fluid level. if thats ok. then i would bet its your power steering pump. other possibilities although rare are :
if its power assisted rack and pinion, rack may need to be replaced if its damaged or corroded on the inside. or could be a pinched hose in the power steering hose routing. Wrong fluid in the power steering pump (causing the valves to swell shut) this happens when quick lube places put the wrong fluids in the wrong places. ( i went to one and they put the wrong fluid in my brakes and had to have my master cylinder replaced and brake system flushed... yes they denied it still cost me 350.00) also could be damaged suspension parts causing the resistance to your steering. hope this gives you some leads to find out whats up.

Something wrong with your Ignition key barrel,
Ignition key barrel jam in place.
or
Could be your anti-Theft System failed (including, but not limited) fuses, wirings, etc. If you have one.
or
So check the fuse boxes (one in the cabin & the other in the engine compartment).
To see if there is any burned fuses.

See in the plastic cover, a plastic fuse puller ( use it to pull the fuses) once a time & check NOT burn.
If locked in place; do these steps:
1 - Juggle it several times in a very soft & slow burst.
2 - Juggle (Shake) the steering wheel RH & LH,
several times in a very gentle & slow.
3 – Try to remove the ignition switch
4 – Search the internet Google, www.about.com, www.youtube.com/video
For clues to help you sort out your problems.

have scanned if light is on. it may be a bad or failing crank sensor. for the sensor controls timimg, it will stop engine while driving. have a good day!!
