If it is the factory theft system then try shutting all doors and lock and unlock driver door with key. If has keyless remote, locking and unlocking with the push button should disarm.

Under the dash you should find the fuses for the system. They won't be in the fuse box. You are looking for wires that are wrapped in electrical tape. The fuse holders should be hanging somewhere around the bottom of the column or near the left kick panel. Remove the fuses to disable the system. Now after you have done this you need to find the added in relay for the starter disable. This should be hanging around down there too in the same area. Two of the wires from the relay should go in to the column or splice into the wiring going to the ignition switch in the column. Hook these two wires together and then you should be able to start the car.

If you out the top down, on the windshield side posts you will see a small drain tube on each side. When these cars age the sealant used around the drain tubes rends to get crushed and distorted and tends to cover these tubes not allowing the water to drain down the A posts. This causes the water to back up and run down the inside of the A post and under the dash and onto the floor. It's also possible that the window seals are in need of replacement or adjustment.
