On my 97 xr7 cougar (V6) leaving the key in the on position for a while (priming it) allows it to start. If I try starting it right away, it won't start, but after the sounds from the fuel pump and fan motors stop, it'll start right up. The colder the weather though, the longer I have to wait to "prime" it. I've changed fuel filter, fuel pump, and cleaned the MAF sensor; didn't make any difference. Now I'm leaning towards an fuel pressure regulator, EEC relay, or an air leak. HELP!
Leaving the key on longer then two seconds does nothing ! When you first turn the key to on the PCM - engine computer will energize the fuel pump relay for 2 seconds ! If you want to turn the pump on for another 2 seconds you would need to turn the key off an then on again ! The only other way the PCM will energize the pump is while cranking the engine , if it sees an input from the crankshaft position sensor . Rather then just replace parts an making part stores rich , why not learn how to do proper diagnostics . Test the electrical circuits . What's the fuel pressure ? What does the mass air flow signal to the PCM look like ? Hooking up a scan tool an viewing engine sensor data etc.... Check the CCRM - constant control relay module . Google CCRM

The Constant Control Relay Module (CCRM) is in the right hand front of engine compartment, mounted to upper radiator support.

Sounds like you have low fuel supply or a leak in intake system causing lean codes, check fuek pressure and volume first. Cat converter effeciancy could be caused by the lean codes, purge system sounds like solenoid failure, check for high resistance accross purge vent solenoid.
