On a 2002 mits montero sport suv, is it "required" to change a timing belt every 60,000 miles?

No, consult you owners manual, most belts, timing belts are made of kevlar and last to about 80 to 110,000 miles, be very careful though to see if your engine is a zero clearance engine , meaning the pistions can contact the valves if they become out of time by a failed or sliipped timing belt, it is good to be on the safe side and inspect occasionally the belts, there should be a cover where you can see a section of the belt for inspection purposes, check the entire belt for missing teeth and or cracks and freying, if any of those are present change belt, if you have zero clearance motor failed timing belt can destroy thr top end of the motor causing a very expensive repair... 60,000 miles in on the safe side...

2004 Mitsubishi Montero Sport LS 65,000Miles. My belts seem to make a lot of annoying, loud sound. Especially after it rains. Is this a timing belt/chain issue or one of the other belts?

I have a 98 Montero Sport, whenever my belt sqeaks I check the tension and usually thats the problem. Tighten them accordingly and it should solve it. As for the timing belt, mine is a belt not chain. First time I had it changed was at 100,000 miles and the dealrship said I was cutting it close ><
