I would be very suspicious that the vehicle is kosher ( not stolen) as that would explain why there is no compliance plate to you. Check with the regulator authorities and do a history check on the vehicle as you may be in passion of a stolen vehicle.
Now if it is a good deal the I would contact BMW Australia and find out the procedure for getting a replacement plate for the vehicle.as it may have simply fallen of.

Get the VIN number off the car (long number on the dashboard by the wind shield) and check with the DMV in your state and make sure it is not stolen. NEVER give money to some one for a car that does not have the title. Titles (if you are really the owner of the car) are easy to get - unless the car is stolen.
check your fuses they probably shorted something blowing your fuses, if not that check plug in for light switch in back it may have got pulled or by coincidence the light switch may have gone bad. when you pull the switch do your dash lights come on if not it is in the switch
security code? or check engine light? the check engine light can be reset sometimes depending on the vehicle by disconnecting the battery, but you might have an alarm system on the vehicle, that is active so the car can not be stolen, and disconnecting the battery reset it all but the car thinks it is stolen, you may have to flat bed the car over to the dealer to have them reset the computer the right way.... hope this helps.
