How to do this completely depends on where you are. In Australia, for instance, there is a Govt database you can search for this.

My key was stolen and the person who has it will not return it. How can I reprogram the car so the stolen key won't work anymore

Auto-electrician or an auto-locksmith, or auto alarm installer.

Or call the police non-emergency number and say your car key was stolen, you know who by and they haven't returned it to you.

The metal key will still get them inside the car. Tell the police you are worried about getting into the car and finding this person hiding in the back seat!

I have bmw.e60 with missing compliance plate rang bmw australia and I was told one was fitted as new car bmw who sold the car said it left there as a new car without one what can I do

I would be very suspicious that the vehicle is kosher ( not stolen) as that would explain why there is no compliance plate to you. Check with the regulator authorities and do a history check on the vehicle as you may be in passion of a stolen vehicle.

Now if it is a good deal the I would contact BMW Australia and find out the procedure for getting a replacement plate for the vehicle.as it may have simply fallen of.

Stolen remote key (getz05)

Check with a Hyuandai dealership service dented. Some service centers can recode the code reader in the car. No idea the cost, but its possible.

I have this car i got form sumone with no title and he didnt have one what do i do

Get the VIN number off the car (long number on the dashboard by the wind shield) and check with the DMV in your state and make sure it is not stolen.
NEVER give money to some one for a car that does not have the title. Titles (if you are really the owner of the car) are easy to get - unless the car is stolen.

Car won't start

security code? or check engine light? the check engine light can be reset sometimes depending on the vehicle by disconnecting the battery, but you might have an alarm system on the vehicle, that is active so the car can not be stolen, and disconnecting the battery reset it all but the car thinks it is stolen, you may have to flat bed the car over to the dealer to have them reset the computer the right way.... hope this helps.
