Hi.
If this happens when driving, you may need to check the ABS system. The ABS module can be scanned using a com utility available at the dealer or at any authorized garage.
Check the master cylinder, that is the hydraulic system that connects to hydraulic control unit (HCU ) and regulates pressure in brake lines, it is located at base of reservoir. There had been a recall affecting 2008-2010 Jeep liberty because of possible brake locking. The 2003 models are not affected.
There is a master cylinder recall affecting 2002 models, but that does not cause locking but leaks, and reduced breaking power. I posted at the end as note. Check the master cylinder as well by the way.
Under all conditions, the brakes must be taken apart to check parts the brake system. Parts expand more in hot conditions. If there is a mechanical problem in there, this can contribute to lock up more often when weather is hot.
