THE INJECTORS ARE PULSED TO GROUND DIRECTLY BY THE ECM...... MAIN COMPUTER... IT COULD BE FLAKY BUT I HAVE FOUND MANY TIMES THAT THE HALL EFFECT SENSOR LOCATED IN THE TOP OF THE DISTRIBITOR GETS INTERMITTANT.... THIS CAUSES LOSS OF SIGNAL TO ECM INTURN LOSS OF SIGNAL OUT OF ECM TO INJECTORS... LET ME KNOW

unhook the battery, there are 2 wires on the starter solenoid, 1 is a 5/16 nut and the other is a 9/16 nut remove those wires. this maybe easier to remove the heat shield first. next ther are two 9/16 bolts holding the starter in position, remove, and the starter will come out, about a 15min job

10psi is, as I'm sure you know, about 48psi short of what you need to get it running. Did you verify you're getting a full 12 volts at the fuel pump connector? Check the ground wire also, ohm it out to chassis ground, shouldn't be more then a few ohms. Verify it's making a good connection and the terminals are clean and tight. High resistance in the wiring or a connector in the circuit could cause the fuel pump to not output the right amount of pressure.
Did you replace the fuel pump with an aftermarket unit or an oem part?

The fuel pump is located INSIDE the gas tank and is a combination fuel pump/sending unit for the fuel gauge. Be prepared for a large repair bill. About $600!

The timing (base), is 0 degrees before tdc. Keep in mind the timing connector must be unplugged. usually a brown wire with a black tracer, has a single connector, located under glove box, or by distributor. Thanks...
