How do i check if my 1989 corvette a/c heater blower is getting current

Find the power wire, on your model it should be pink for faded red color, possibly purple. This is the +12 volt wire that should have power with key on and blower switch on high. THere should be voltage between this wire and ground, if not check the relay or resister, problem may be blower switch.

The controles for the heater or a/c do not work. blower fan runs on high all the time

if the problem is the fan only runs on high no matter were the fan control switch is then this sounds like the blower motor resistor is the problem.

The heater and air conditioner will not blow out any air

if the air started to work only on a few settings then the problem is your blower motor resistor if it just stopped all of a sudden then the blower motor is bad but the first thing i would check is the fuse. always check fuses first if you find a bad fuse for it and it pops rite after you put it in and turn the heater on then replace the blower motor

Blower mortor will not shut off even with with power off

This is ran with a ground activated circuit ck for a bad blower motor relay.
