Driving at any speed the tack and speed ometer goes out in first gear

sounds like your clutch... is it standard or automatic...doesn't matter..if its automatic...pull the dipstick for the transmisson oil, smell it ..is it burnt... does it look brown, when you rub your fingers over the end of the dipstick..is there a lot of black color on your fingers.... if it is a standard, check your clutch oil... I am sure that this would be a self adjusting clutch.... it may need a new clutch

either that or make sure its in gear (a little humor there).....

All the light are out on my dash. the speed ometer, tack, gas, temp, ect. I was told that it is an eletrical problem by car deal service manager?

That could be. Just make sure the instrument panel light dimmer that isn't turned way down. If it's not that it could be a fuse, switch, wiring, bulbs, etc.

I have a 93 Nissan Altima (AT transmission) and while driving my car....sometimes the speed ometer stays on "0" and the RPM goes up while I have my foot on the gas and it sounds like it is stuck in first...

Speedometer failed when the cable is broken; if the gears wont egnage, its possible that you have any propblem in the Torque Converter or Solenoids. First try with mainenance and check fluids.

If was only techomeer would have suggested Alternator. as an option get that checked, can usually get it done free especially if you are a member of a motoring organisation.

Speedo is usually operated via a connection to your wheels so that connection may be damaged if you have 'bottomed out; your car anywhere.

You;ll want to look for a cable that runs from the transmission into the firewall, this usually controls the speedometer and odometer, depending on the configuration. If it is an analog odometer/speedometer, this is most likely where your problem is. The other alternative to this is a speed sensor gear that meshes with the main ring gear in the transmission which drives this cable. If you have no experience with transmissions, changing the speed sensor gear would probably better be left to a mechanic. I have seen many of these cables wear, and develop rust, then your driving along, and they break in half, since the cable actually spins inside a plastic sleeve.
