With modern oils all 2 cycle engines (if it is a 2 cycle) can be safely mixed at 50:1. Most auto parts stores will carry the proper 2 cycle oil for outboard engines.

I have a early 80's mercury 7.5 outboard with 60 psi compression in both is that too low? I have good spark and fuel, installed new wiring any advice?

What should the compression be on a Mercury outboard?
180-210 PSI
What Outboard Compression Test Results Mean. Results vary depending on whether the outboard is a Four-Stroke or a Two-Stroke. Good results for Four-Strokes should be 180-210 PSI, and Two-Strokes should be around 110-130 PSI.

How to set mixture on Carby of 20hp mercury

You are in car category. Should be in marine or boat section. If your outboard has a vacuum port then have engine running in water and connect a vacuum gauge to it. Adjust vacuum to highest level then turn in lean until vacuum drops a bit. Lower rpm is used because high speed jets are not adjustable. High speed can be adjusted with some units having second air flow adjustment using air flow meter to sync multi-carb setups like motorcycles use.

2004 mercury 40hp 2 stroke will not start. Fire to the brand new spark plugs. Turns over strong. just no internal combustion. Seems like it's missing the internal "boom" to ignite. Carbs are clean....

if you have spark at the plugs there is a complete ignition circuit for it to start
fuel is the question --are the plugs wet or dry
dry plugs indicate no fuel
wet plugs indicate flooding
inside these motors there are reed valves that open on induction and close for the compression stroke so the mixture is pushed into the combustion chamber
these reed valves fail and the mixture is swapped between cylinders in the inlet manifold hence no combustion mixture for the cylinders
Talk wit a mercury service center for the parts and processes

My outboard motor doesn't idle at low rpm's, it cuts off when put into gear.

Could be several reasons for this, poor quality / dirty gas, restricted fuel line either partially blocked or pinched at some point come straight to my mind.

Carburetor runs too rich

sounds like you need to get the carburater cleaned and install a new set of spark plugs

Mariner outboard motor starts runs, then fuel comes out overflow and motor dies.

If you have carburetors your float is stuck. It can happen more than it should and if it is a smaller engine, laying it on its side can cause it.
You would have to look at the float and imagine which way to lay the engine down in the future. The float could also be bad. You would take it out and float it in Gas, not water to see if it sinks.

If this is a big HP outboard and injected your fuel regulator is bad.
