Losing power going up hills and service engine light starts to blink after we make it to the top light stop flashing and it picks back up and goes
I would say fuel pump may be going bad or clogged ( screen on pump) ! fuel filter changed recent ?
can be lots of reasons, misfire, and fuel starvation are 2. knowing which puts you on RIGHT PATH, any scan tool and 15min work, finds it. but fuel pressure tops list if all engine sensors show good, and no loss of compresssion. there are about 10 tests. you can guess, or test.
note how engine is still unstated, so all anwers are guessing . so far.

or is the transmission slipping, i assumed (bad) that its not. and is obvious when does.
btw 2, CEL lamp blinks on all USA OBD2 means gloss misfire. and that is not low fuel pressures. its flooding or misfire. gross the flashing , if you read the book, in glove box , say to slow down an fix it now. the flashing means the CAT is about to burn up. that is the flash. on OBD2 spec usa cars. and light trucks.
if i was driving the misfire would be obvious, quite different from bogging or the stinch of raw fuel in the air flooding, and the sticking CAT at shut down or its gloing red hot. all clues.

Fuel pump may be giving out or fuel filter is clogged or if your car has a regulator, that too may be going bad. Check all three or have someone do it for you.
