My husband tried to replace the bulb but couldn't get his hand in to remove the tabs. is there a special tool needed for this. if not please help.

There is no special tool needed. You are right that it is difficult, especially if the person has big hands (like me...).
one thing that is not right is that there is no clip to remove. This assembly is "twist-off". If you need more space, it can help to carefully remove the small power steering fluid reservoir and holding it away from the area. I a 6 ft. tall and I am able to remove it that way.

I had the same sort of problem. I removed the DRL relay from behind the glove box, (a dark gray box, marked as DRL RElay, A screw driver will easily remove the cover from around the plug. Removed the circuit board, and resoldered about twlve connections, they looked brownish around them which indicates overheating, as a result of greater resistance from a poor connection. Fixed in 1/2 hour, from removal to driving.

Touring Model
Use a wrench to remove the mounting bolt from the underbody through the hole in the splash shield.
Remove the fog light assembly from the bumper by pulling its inner edge first, then the whole assembly out of the bumper.
Remove the electrical connector from the bulb by pushing on the tab and pulling the connector down.
Remove the bulb from the fog light assembly by turning it one quarter turn counterclockwise.
Push the electrical connector onto the new bulb.
Turn on the fog lights to test the new bulb.
Reinstall the fog light assembly into the bumper. Tighten the mounting bolt.
Insert the new bulb into the assembly and turn it one-quarter turn clockwise to lock it in place.

The procedure doesn't call for removing the headlight assembly. It is as follows:
The high beam headlight bulb and the low beam headlight bulb are replaced the same way.
Open the hood. To change the high beam headlight bulb on the passenger’s side, remove the power steering fluid reservoir from its holder by pulling it straight up.
Remove the electrical connector from the bulb by pushing on the tab and pulling the connector down.
Remove the bulb by turning it one quarter turn counterclockwise.
Insert the new bulb into the hole and turn it one-quarter turn clockwise to lock it in place.
Push the electrical connector back onto the bulb. Make sure it is on all the way.
Turn on the headlights to test the new bulb.
If you replaced the high beam headlight bulb on the passenger’s side, reinstall the power steering fluid reservoir.
