This isn't a solution, but my daughters covers were draining her battery. We ended up leaving them in the upright position & disconnecting that motor :P
One motor controls both light covers. a control module sends a signal to the motor from the dash switch to open or close. if you open the hood and press the dash switch and the lights come on then its either the control module or the motor. if the motor is making a noise like it wants to work but isnt then you know the signal is getting from the module to the motor and the motor is the culprit.
If both have failed at the same time, it can only be a fuse or failed relay. The motors are probably fused separately from the headlights themselves.
Prop open your hood and locate the release lever for the headlight assembly, the lever is approximately 2 inches under the two upper mounting bolts that hold the fender in place.
