First check the fuses. There should be a panel on the driver-side of the dash, accessible when you open the door. The fuses should be marked on a sticker inside the panel.
If the fuse is ok, check the brake light switch over the brake pedal. They are cheap at a junkyard which also allows you to practice removing it (depress pedal, push switch forward, remove the white collar, remove switch)

There are several possible reasons. Obvious ones might be checking for fuses that are burned out. Second would be making sure you are getting good connections to your brake lamps (all 3). Third, check the brake light switch at the pedal. And last, Volvo Part Number 9442303 is a brake lamp failure relay that can go bad. It's not inexpensive, but probably more than likely the issue. One way to check is to find out if your cruise control works. If it does not, it is likely the relay. It is grey and flat on all sides. Earlier model Volvos had round red ones. Check the location in the service manual.

there are three different dash panels used in the volvo v70 and s70 for 1998.
2 of them are made by VDO the third is made by YAZAKI
- the YAZAKI dash has a small rubber plug just to the left of the speedometer, pop it out with a small screwdriver and and use the screwdriver to push in the button behind it then reinstall the plug
- the EARLY VDO dash cannot be reset without a factory scan tool production date before 8/97
- the LATE VDO dash can be reset, turn ignition off, press and hold trip reset button, turn ignition on (still holding button) hold for 10 seconds release when light flashes

IT is very easy get all of the intake ducts out of the way to get access to the starter motortakk off rubber boot and first disconnect neg battery terminal next unbolt two bolts that hold starter and the 3 wires and ground terminal from starter (i have a 14 millimeter wrench that i cuit in half to make removal easier) and you should be all-set
