1996 Jeep cold start heater location

Not me! But I digress. It seems that the cold start heater is stuck or broken...check it out.

It can be issue with IAC( idle air control valve) causing the problem.

There are many other possibilities causing these idle issues. Engine idles rough.

Blown head gasket. check the compression on the number 1 cylinder. Watch your coolant and oil.

Vacuum leaks can be identified by spraying small amounts of carburetor cleaner around the vacuum lines/hoses & connections. Any area that sucks in the carb cleaner will cause the engine to idle slower for a few seconds. Spray sparingly & allow to dissipate/evaporate between spraying to prevent any possible fire danger. The problem you are describing could also be the vacuum resivoir having a crack in it, it usuall stores enough vacuum to allow acceleration without affecting the heater controls as yours are being affected. this is usually a cannister or a black plastic mounted ball shaped device that has vacuum line(s) leading to them located on the fenderwells. good luck

Even with a rebuilt carb you have to make the adjustments. Check the choke adjustment and set the fast idle. If choke is to tight it will be hard to start and take a long time to idle down. The fast idle sounds like it is high also.

might be time for coil pack replacement

normal for an engine to start at elevated rpm and then die back as it takes a few seconds for the ECM doing it's sensor checks and idle back to the correct idle speed
check the idle rpm with an external rpm counter as most in dash units are inaccurate at rpm lower than 1000
as for the temperature
If you have a climate control module, it uses a mixture of heater and ac to maintain the temperature that you have set
so check it for operation

sounds like you have a wire that has lost or burned off its cover and is grounding out the vehicle and has soon as its power is cut the wire breaks free from the bare metal and thats why you can immediatly start the vehicle
