Mine fell off twice so far once when going through snow and other was going through rainstorm had to use jack wrench to pry down and slip on belt which was hard to do and don't advise you to try. Ok the pulley directly under the alternator and in the middle of 3 other pulleys is the one that is the tensioner. To do this right use a 15 millimeter or 5/8 socket or open end wrench, the longer the handle the better so you can get good leverage maybe you have a pipe to slide over handle. There is a diagram of the way the belt goes on under the hood. I have a 2000 Dodge Grand Caravan

Timing

The Dodge Neon has an Interference engine. That means when the timing belt breaks, you likely have bent some valves. You will need to remove the head, and have the valves replaced. Best done by a qualified mechanic that knows how to replace the timing belt.

Was driving on freeway about 65 miles hr my 1998 dodge neon just shut down not hot no check engine light came on no nothing like i ran out of gas but it didnt gas pump working and its getn fuel the timing...

When the timing belt breaks the pistons still go up and down but unfortunately the valves are not getting out of the way of the pistons which results in bent valve stems. Replacing the belt without replacing the valves is only half a job and it will not start because there will be no compression in the cylinders.. You will have to pull the head and fix the valves first.

Changing a timing belt on a Dodge Neon is no walk in the park for a novice. Severe engine damage can result if it is not done correctly. There is also some equipment that must be used like an hydraulic floor jack and an engine support fixture to support the engine when the front motor mount is removed to gain access to the belt. Failure to use the proper support equipment can result in broken motor or transmission mounts and possibly other parts being damaged.
If you really want to try this as a DIY project and you need step-by-step instructions, I would recommend purchasing a HAYNES or CHILTON manual for your vehicle from your local parts supply store or subscribe to the repair information available on-line at AllData.

What are the steps to change a water pump on a 2001 dodge neon?

disconnect cables from battery, drain radiator, Remove the Timing belt cover, timing belt, timing belt tensioner and if needed the timing belt rear cover, remove the bolts that hold the pump in place using a criss-cross pattern. Install the new pump making sure the o-ring seal is properly installed and replace all the other parts. If you need step by step instructions on how to do all these task I recommend the Haynes Repair Manual on your vehicle Manual 30036.

80-100,000 is a good idea. absolutely replace the timing belt at the same time. it'soff anyway and soaked with coolant. cheap insurance!

The water pump is driven by the timing belt. If its leaking replace it NOW. If the pump locks up, the timing belt will break and your valves will bent. and then the car will not be worth fixing. Replace the pump, belt and the tensioner. Dodge may have a redesigned tensioner and cover, buy all parts from the dealer.
