Replaced blower motor and blower motor resistor and still nothing
SOURCE: 2004 Grand Prix blower
assuming you know where your blower motor is you can check the motor for power with the switch on and see if you have battery voltage at the connector. if you do then it is a bad blower motor. Most of the time when a resistor goes out it will work on high only but no other settings. with it not working at all seems to be motor. Hope this is helpful.
SOURCE: blower motor only works on high
located under dash next to blower motor itself should be a couple of wires plugged into it
SOURCE: blower fan only works on high
CHECK THE HVAC CTRL FUSE.
WITH A TEST LIGHT CHECK THE BLOWER RESISTOR FOR POWER ON THE YELLOW, TAN, PURPLE, AND LIGHT BLUE WIRES. THE ORANGE WIRES CONTROL THE HIGH SPEED CIRCUIT. DO THIS FOR EACH POSITION OF THE BLOWER SWITCH.
THE BROWN WIRE ON THE HVAC CONTROL CONNECTOR 1 POSITION B COMES FROM THE HVAC FUSE 20 AMP. NO POWER ON THAT WIRE WILL CAUSE THE BLOWER TO NOT FUNCTION ON THE LOWER SPEEDS.

It is behind and underneath the glove box back by the firewall. No need to pull out the glovebox. You may need to pull the carpet back to get to one of the bolts.

Under the passenger side of the dashboard is a carpeted cover you'll need to remove. Once that's out of the way you'll see the blower motor on the RH side and just to the left of it right next to the frontwall is the blower motor resistor held in by two screws.
Here's a picture of the old design (right) versus the new design (left).
