My 98 Ford expedition lost power eec relay was connected with a wire running to empty slot want start no lights at all

are you talking lost electrical power or mechanical power does it start --run--move-- this info can give you a more precise answer ----elect ---battery- ignition switch--key--fuse --relay--something in wiring damaged or disconnected ======mech with no codes [you did scan ]--needs tune up --throttle body needs attention---egr valve carboned or failed ---cat converter failing--fuel pump/filter failing

Didn't see main relay, did see, eec power relay.
Hopefully, it is under hood, driver side, wheel well lining in relay pack. If several relays and you don't know which one, look at the wiring diagram for eec power relay, Match the wire colors with relay. If you can't read it, bbbind.com has free wiring diagrams, so does autozone.com.

Find another relay with an identical part number(maybe the fuel pump relay)& swap it in place of the suspect EEC relay.See if the buzzing quits.If it does,the EEC relay is bad.There might be a ac WOT cutout relay or fan relay with an identical part number that you can use instead of the fuel pump relay.The fuel pump relay & EEC relay will both have to be in place in order for the engine to start.A relay should click when you turn the key on,but it shouldn't make a buzzing noise.BTW-the EEC relay is energized when you turn the key on and then it supplies ignition on power to the computer,injectors,solenoids and fuel pump relay.Therefore, if the EEC relay is defective, these components are Not going to work.If you don't hear the fuel pump prime when the key is first turned on,that's a sign the EEC relay is bad.One of the injector wires should have battery voltage, if the EEC relay is powering up.If your vehicle doesn't have a matching relay to the EEC relay(except for the fuel pump relay)just pull the FP relay out and slide it into place of the suspect EEC relay for testing purposes.If the buzzing noise stops,then replace the relay because there's no way to test if the car will start without having both relays in place.

In the Power Distribution Box-the fuse relay block under hood- it's on the driver's side.

it is fuse # 24, a 30 amp green fuse. This fuse is only hot in run or start, so with key on, the fuse sends power to the PCM Power Relay (also in the power distrib. box), turning the relay on so power goes to the fuel injectors, among other things..

Is it a 4 cyl or V6 - and you are talking about the EEC relay right ?

Both the fuel pump relay and EEC relay are grounded by the computer. The fuel pump relay magnet is powered by the same red wire the injectors are powered by coming from the EEC relay.
The actual power circuits for each relay comes from different fuseable links.
You would need to find out if the relays are being grounded by the computer with the key on, and if they are sending power out.
You might also want to check to see if you get a check engine light when you turn the key on to see if the computer is powered up.

I would suspect a bad eec relay. These used to go out commonly, and the eec relay is what powers up the fuel pump relay.

Electronic engine control module-ecm no.1 yellow wire to eec power relay.white/light blue wire to red/light green wire at ignition switch and fusible link, from fusible link white/light blue wire to ignition coil and eec distributer module. the no. 1 yellow wire at the eec power relay should have voltage on it at all times, it also has a fusible link. good luck!

it may have a automatic fuel shutoff switch on it

Also check to see if there is power in the start wire form the ignition switch, the wire is a white wire with pink stripe, most likely not a common problem, but still something that could go wrong. this wire will feed the starter relay under the hood...
